WIKINDX is a free Virtual Research Environment (an online bibliographic and quotations/notes management and article authoring system)
designed either for single use (on a variety of operating sytems) or multi-user collaborative use across the internet.
Current version is 4.2.1 (May 2013)
v4.2.1 can be test-driven by following the 'Test-drive' link at the top of the page.
Developed under the GNU GPL license, the project homepage can be found

The sourceforge site has all the appropriate contact

Since v3.7, WIKINDX provides the possibility to
interface and integrate with Content Management Systems which use
'replacement tags' or similar. There are known to be a Moodle
filter, a MediaWiki filter, a dokuwiki
plug-in (a dokuwiki site using the WIKINDX plug-in is here), a WordPress plug-in and a phpWCMS filter and similar filters for other CMSs
are easily written.
Unlike many other online bibliographies that are built around a single, central database over which you
have no control or rights, a WIKINDX database is yours to manage and configure as you like.

entirely within the one software.

article to another citation style whether that style uses footnotes,
